Abstract
The 1983 Amendments to the Social Security Act are designed to attain simultaneously two long-term goals of public policy: to restrain the growth in Social Security expenditures by reducing the amount of lifetime benefits to be paid to future beneficiaries and to encourage continued work by removing the work disincentives generated by the Social Security system. Although the reduction in benefits is certain, continued work is not very likely. Hence, legislated reductions in lifetime benefits may cause financial hardship for beneficiaries who depend on Social Security benefits for income support.Keywords
