Abstract
Lagging of major social policies behind the rapid technological advances in medicine which prolong life has produced the five major medical barriers to better health care and delivery discussed in this paper. Before such barriers can be demolished, social policies must be modernized to pay attention to the basic needs of the client (patient) identifying problems of the well aged and the sick, and the requirements of a more effective health care delivery service, including easier access to health care; more effective high-level planning; and improved financing.
