Abstract
Blood banking usually is considered to be clearly divided into two opposing philosphies concerning volunteer donor recruitment. On one side is the "community responsibility" theory. On the other side is the "individual responsibility" theory. This paper will show that both systems have problems and that in practice neither is "pure." We propose a new system that is an effective compromise and that has been successful in the Houston region.Keywords
