Abstract
It is a very successful business--one that can fulfill the dreams of millions and millions of people the world over for anywhere, anytime, direct communication based on dedicated phone numbers, whether for business or personal use, for everyday use as well as in emergencies. This is what universal PCS can do. The goal of PCS is instantaneous two-way communications, regardless of user location, capable of providing a broad range of communications services. While the methods used to introduce and integrate PCS will differ among countries, it appears that universal agreement exists that consumer needs, the options they choose, and the services they can afford, (i.e., market demand), should determine exactly what kinds of services become available. Many administrations and regional organizations are currently studying the requirements for future communications. Efforts are being expended to avoid solutions that are limited in scope to regional areas and conditions.
