Statistical Analysis of the Problem for the Deaf and Hard of Hearing in the World of 1970

Abstract
In order to illustrate the level of the audiological services in the world, standardized questionnaires were sent to 132 countries. The answers received from 59 countries from all parts of the world represent 1.5 mia. individuals. Statements on the number of ENT- doctors per 100,000 inhab. show highest frequency in Scandinavia and Eastern Europe, decreasing via New Zealand, Australia to the USA and Canada with the lowest frequency for the African states. Statements on the audiological treatment frequency by application of the number of persons treated with hearing aids in 1970 per 100,000 as a criterion, show the highest treatment activity in countries with full refund by the State. Lowest treatment activity where no refund is granted by the State. Statements on the quality of the audiological rehabilitation of deaf and hard of hearing pupils estimated percentage of children attending the special education of the ordinary elementary school show that it strictly follows the audiological treatment frequency of the population as a whole. One of the most important conditions to establish an effective rehabilitation for the future generations of deaf and hard of hearing children is therefore the creation of a system to secure the supply of hearing aids paid by the State to the whole population. Investigations on the selling price for an earhanger show an average price of £ 50.0, a fact suggesting in itself the introduction of centralized purchases financed by the State. The investigation has shown that even countries with a generally highly developed prevention and treatment of diseases have an insufficient treatment of deaf and hard of hearing children and adults. A great effort has to be made before the understanding for normal hearing as a human right has been demonstrated all over the world. For at undersøge den audiologiske service i verden blev der udsendt forespørgsler til 132 tande. Svar blev modtaget fra 59 lande med en samlet befolkning pÅ 1.5 milliarder. Undersøgelse over antallet af ørelæger pr. 100.000 indb. viste størst frekvens i Skandinavien og øst-Europa og lavest frekvens i afrikanske stater. Opgørelser over omfanget af den audiologiske behandling, mÅlt ved antallet af høreapparater udleveret i en befolkning pd 100.000 indbyggere, viste, at denne var mest intensiv i lande, hvor høreapparaterne blev stillet frit til rÅdighed fra staten. Undersøgelse over den audiologiske revalidering af døve og tunghøre skolebørn viste, at de lande, hvor behandlingen med høreapparaterne var mest udbredt, havde den største procentdel af deres hørehæmmede børn placeret i folkeskolens specialundervisning. Man kan heraf slutte, at en væsentlig faktor for udviklingen af optimal revalidering af døve og tunghøre børn er et system, der sikrer alle hørehæmmede behandling med høreapparater stillet frit til rÅdighed af det offentlige. Undersøgelse over prisen for en ørehænger viser en gennemsnitspris pÅ £ 50.-, et forhold, der understreger betydningen af at etablere centralindkøb af høreapparater financieret af staten. Undersøgelsen har vist at selv i lande, med høt udviklet sundhedsvæsen, hvad sÅvel angÅr forebyggelse som behandling, findes insufficient behandling af døve og tunghøre børn og voksne. Der forestÅr et stort arbejde før man overalt i verden har erkendt at normal hørelse er en menneskerettighed.Keywords
