Abstract
Some detailed investigations on the algebraic properties of the time delay operator and operator matrix make it possible to obtain a powerful sufficient condition of decoupling of the most general class of linear time-varying systems with time delays in control and/or state variables. Two numerical examples are shown to demonstrate the applicability and usefulness of the theory developed in this study. Keywords
