Abstract
This article examines the development of mental health policy in the United States from 1945 to 1985. The mental health system has experienced two major transformations during this period. Data from interviews and records are used to analyze the impact of these changes on the development of policy and on delivery of services at the federal, state, and local levels of government. Keywords
