Abstract
The Indochina War is not only continuing to tear at America's national life and spirit. It is also heightening the agony of a rapidly growing number of civilians in the affected areas of Vietnam, Laos and Cambodia. We are confronted today with a very serious regional crisis of people — millions of people — refugees, civilian casualties, war victims of all kinds.
