To the Editor: The contents of a spate of books and articles in popular, scientific and medical journals indicate that the Government, doctors, medical schools and the consumers –who ultimately pay, though often little considered – are all aroused by the problems of the distribution and quality of medical care, as well as the education of qualified doctors. These problems seem to me inseparable.
