Abstract
The health needs of Londoners are not well served by its historic endowment of health services. There is a major imbalance between the relatively generous provision of acute hospitals and the poor overall quality of primary and community health care. To cope with the current NHS reforms, new approaches to financing and planning services are essential. Keywords
