Abstract
There is a growing realization among community leaders and Agricultural Extension staff that more simple quantifying tools are needed to estimate the impact of growth and change on communities. Ron Shaffer [9] discussed a partial budgeting tool he developed for measuring the impact of new industry. With some changes, his model has been adapted to measure the impact of new residential development. The model measures benefits and costs to the community by considering the impact on the private sector, the municipal government sector and the school district sector. In addition to presenting the model, the article goes on to discuss data needs and data sources.Keywords
