Abstract
The health of the people is really the foundation upon which all their happiness and all their powers as a state depend. — Benjamin Disraeli, 1877The Reagan administration's decision to commit to the Department of Defense $1.6 trillion over the next five years has had the understandable effect of decreasing funding in many other sectors, including health. This reallocation of resources is intended to improve the nation's security. Nobody would dispute the importance of that goal.
