Abstract
The role city managers should perform in city council policy deliberations has been debated since the inception of the council-manager form of government. Differing perscriptions for policy roles leads to the potential for conflict between the manager and the council or individual council members. Interviews and role preference instruments were given to a sample of city managers and city council members to determine to what degree their preferences for city manager policy roles differ. Results indicate that the potential for council/manager conflict over city manager policy roles may not be as strong as earlier research would indicate.
