Abstract
The article begins by noting the increasing appeal of 'two breaks' accounts of post-war developments in Central and Eastern Europe. The universal applicability of such accounts is questioned through an examination of general trends in social care policy in (the former) Czechoslovakia, an examination which stresses a gradual process of policy change across the revolutions of 1948 and 1989.Keywords
