The New Substitutes: Free to Teach!

Abstract
Nine percent of New York City's school budget goes to salaries for substitute teachers; and, nationwide, stu dents have a substitute about 10 times each year. Yet, the effectiveness of substitute teaching is lower than student teachers and teacher aides, according to a recent study. The author says new attitudes and new approaches can turn substitute teaching into a creative, effective force in our schools.
