Abstract
The magnetically contained plasma is characterized, in an average way, in terms of its macroscopic dielectric tensor. The problem of the scattering of plane electromagnetic waves from a uniform cylindrically symmetric plasma configuration is solved analytically. Numerical results for the uniform case are obtained and graphed for interesting ranges of the parameters involved.
