Abstract
A many-electron theory for electric-quadrupole transitions is proposed. Correlated length and velocity results are evaluated for the transitions Li I , ; Cs I , Ti III ; Cu II ; C III , and Zn I , and found to be in good agreement. For Cs I, relativistic effects were also large.
