Abstract
This paper originated in a study of the interorganizational linkages of a graup of community health centres in Victona Australia. It was believed at the outset, that these centres had extensive links with their communities that had never been documented. This was indeed the case. However, it emerged that they were poorly understood and undervalued especially by managers and policymakers. In this paper the functions of these linkages are described and discussed as structures that mediate between organizations, between individuals and between individuals and organizations.
