Quadrupole Effect of Polarized Nuclei on Elastic Scattering

It is shown that for $\eta \equiv \frac{Z_1{Z}_2{e}^2}{\hslash v}\gtrsim 4$, the deviation from Coulomb scattering is determined more or less uniquely by $\eta$ in the quadrupole elastic scattering of charged particles by polarized nuclei. The dependence on the mode of damping of the wave function for $\eta \le 4$ is also discussed.
