Abstract
Hermann KORTE, The development of "infrastructure" in the Ruhr, 1840-1990, Part 2: Water and land development management. Infrastructure, that is, basic economic functions under public control, develops according to an unplanned process, made of a succession of decisions forming a structured sequence of events. The study of the social and economic history of the Ruhr from the beginning of industrialization illustrates this theoretical point of view. Thus, the railroad evolves according to increasing concentration phases. The State progressively organizes and controls private initiatives into nationalization and eventually, monopoly (Part I, published in FLUX 4). Part П, published here, considers the case of water distribution and purification, in which the State merely plays the role of encouraging cooperation. In addition, the institution of the union can also be found, in the case of the Rurh, a typical compromise, in which the State is merely the solicitor with respect to cooperative agreements between local partners.Hermann KORTE, Le développement de l"infrastructure" dans la Ruhr, 1840-1990: 2ème Partie, De la gestion de l'eau au syndicat d'aménagement de la Ruhr. L'infrastructure, au sens des fonctions de base économiques sous contrôle public, se développe selon un processus non planifié, fait d'une succession de décisions formant un enchaînement structuré. L'étude de l'histoire sociale et économique de la Ruhr depuis les débuts de l'industrialisation illustre ce point de vue théorique. Ainsi, le réseau ferroviaire évolue-t-il suivant des phases de concentration croissante. L'Etat organise et contrôle progressivement l'initiative privée jusqu'à la nationalisation et au monopole (1ère partie, déjà publiée dans FLUX n° 4). S'agissant de la distribution de l'eau et de l'assainissement, l'Etat se contente de jouer un rôle d'incitation à la coopération. On retrouve également dans l'institution du syndicat d'aménagement de la Ruhr le compromis typique où l'Etat sert uniquement de "notaire" par rapport aux accords de cooperation entre partenaires locaux (2ème partie, publiée ici).Korte Hermann, Bollack Sabine, Claude Viviane, Barraqué Bernard.
