Comment on the Quadrupole Moment of the First-Excited $2^{+}$ State of ${}^{18}O$

Abstract

To obtain the large quadrupole moment recently reported for the

2_{1}^{+}

level of

{}^{18}O

a dominant

{(sd)}^{4} p^{- 2}

configuration is needed. This is inconsistent with the magnetic moment of the

2_{1}^{+}

level which indicates a dominant

{(sd)}^{2}

configuration in agreement with model predictions.
