Abstract
This is a revised version of a paper originally given in January 1978 at a national conference on INSET policy, sponsored by the Department of Education and Science and the Advisory Committee on the Supply and Training of Teachers, at Bournemouth. I am grateful to those conference participants and colleagues in the Bristol School of Education who commented on the draft paper. Keywords
