Abstract
In this article the author points out that existing empirical and theoretical work concerned with administrative decision making either ignores or scantly treats how subordinates' goals intrude into and influence administrative decisions. The author elaborates a three-fold typology to show several ways in which the administrator's decisions can be guided, shaped, and even controlled by subordinates.Keywords
