Abstract
Since the Earth Summit, held in Rio de Janeiro in 1992, the development of a ‘green’ housing policy for the UK has received considerable attention. Even though there appears to be a consensus that a more environmentally sustainable housing system is both necessary and desirable, the British government has emphasised market mechanisms to tackle environmental problems. This article critically examines this approach to environmental policy in the UK, especially in the area of energy conservation, and argues that market based mechanisms lead to uncoordinated and ineffectual initiatives that increase social inequalities.
