Abstract
This paper suggests that intelligent vehicle-highway systems (IVHS) will evolve differently in North America, Europe and Japan. Over-highway systems should be standardized on a continent-wide basis while city systems will adapt to local needs. The paper proposes an open-system architecture for the electronics within the vehicles themselves. Those societies who best conserve their citizens' time will compete best in world markets.
