Abstract
In September 1992, the Head of the Home Civil Service, Sir Robin Butler, made some well‐publicised comments about developing more purposeful relationships between Whitehall and academe. A group of academics and public servants later met under the aegis of the ESRC's Programme on Information and Communication Technology to discuss the implications of central government's current programmes of management change. This article presents the academic organizers’ analysis of a range of issues which emerged from this meeting.Keywords
