Abstract
Several general principles which can aid in the development of sound, reasonable, and flexible standards are: encouragement of informal criteria rather then rigid statutory standards; use of case-by-case study and decision; emphasis on administrative rather than legal standards; performance standards based on professional initiative; consideration of safety factors and frequent review and evaluation.Keywords
