Abstract
An application of the mathematical theory of max-min developed by John M. Danskin has been made to the problem of optimum systems choice for strategic retaliation. One opponent seeks to maximize his strike-second capability while the other seeks to minimize it by pre-emptive blunting. Both are subject to total-resource limitations and both are fully cognizant of each other's systems options. The present report (1) reviews the mathematical model and its solution; (2) discusses the problem of parameter evaluation; (3) describes preliminary results obtained from sample calculations with semi- realistic parameter values; (4) undertakes the beginnings of a parametric sensitivity analysis; and (5) examines limitations of the model.Keywords
