Abstract
The principle of normalization has become an internationally influential approach to planning and evaluating human services in developmental disabilities, rehabilitation, and related fields. PASS 3, the major standardized normalization-based program evaluation instrument currently in use, is now being applied in several countries to assess the quality of community residential, educational, vocational, child development, and other programs. In the present study, a short form of PASS 3 was derived and its properties assessed. The short form appears to be afeasible, cost-effective alternative to the longform in many potential evaluation and research contexts. Guidelines for field use were discussed. Keywords
