Abstract
The two-rotor model of deformed nuclei which predicts an isovector collective state owing to orbital motion is reformulated by a different quantization procedure. This new formulation leads to an eigenvalue equation for the intrinsic motion which is identical to that found in the interacting boson approximation. The close correspondence to the vibrating potential model is also stressed. The values of the excitation energy and strength are now in reasonable agreement with the estimates of those models.
