Abstract
The rate of participation in public assistance programs averages less than 50 percent of the eligible population. Many eligible persons, especially those with the lowest incomes and the greatest need for assistance, are precluded from receiving benefits because of program inaccessibility. This article examines the problem of inaccessibility and nonparticipation and calls for action by policymakers to help solve this problem.
