Abstract
Regulation of outdoor recreation needs to be minimized. Managers should establish regulations only when they are the best way to achieve important objectives. Decisions can be arrived at through a that focuses on problem identification, consideration of non-regulatory alternative approaches, and estimation of costs and benefits of potential management actions. The analysis should weed out avoidable regulations, and ensure that those adopted are effective and justified.
