Abstract
Decisions and the day to day behavior of school principals are explored within the framework of Michael Lipsky's theory of "street-level bureau cracy. "Areas of analysis involve principalship accommodations with prob lems of inadequate resources, with challenges to the principals' authority. and with ambiguities in the principals' role. The paper reports upon an ethnographic study of principals in one large-city school system.Keywords
