Abstract
The background to this paper is the extensive changes in UK higher education since 1987, which have brought ‘quality’ sharply into prominence. Although the issue of quality has been given considerable attention in industry/ commerce, quality in higher education is underdeveloped as a concept. This paper offers an elaboration which may help those with an interest in the management of quality systems and the evaluation of educational programmes, and concludes by discussing the development of a quality system for the unified higher education sector in the United Kingdom.
