Abstract
This paper adds environmental and mass balance relationships to an economic model in order to explore the welfare implications of alternative patterns of regional development. It concludes that improvements in welfare can be achieved by selecting those types of economic activity which yield high ratios of economic benefit per unit of pollution generated. Methods are examined for achieving selectivity in designing economic development programs to capture the benefits of development while protecting environmental resources.Keywords
