Health Care in the Developing World: Problems of Scarcity and Choice

Abstract
THE World Health Organization (WHO) and UNICEF, together with representatives of 134 member governments, launched a campaign in 1978 to achieve "Health for All by the Year 2000" through primary health care.1 , 2 The objective of this campaign was to increase the political commitment of member countries to address the health needs of their people and particularly to improve the health status of the rural and urban poor in the Third World. Our presentation describes the difficulties of putting this objective into practice, and what may be possible on the very limited budget available for health in most developing countries.WHO . . .
