Abstract
Although the idea of 'participation' has achieved widespread popularity in many contexts in recent years, there is little consensus on its purposes or effects. An examination of the literature in one area in which participation has been advocated (tenant participation in council housing management) shows that there are conflicting assumptions both about the participatory process and the results stemming from it. A new model of the process of participation is put forward and its implications for understanding the impact of participation in practice discussed. The relevance of the conclusions to participation in most contexts is also suggested.
