Abstract
This study is focused on the differences between families whose young choldren do or do not use a public health dental clinic, and between those families whose route to the clinic is clinic is circumscribed by flexible financial eligibility criteria and those where the criteria are rigid. Economic status is not the major determinant of clinic use; sociological factors cut across income groups. A concept of medical dependence is proposed as a more rational point of departure for allocating clinic resources.Keywords
