Abstract
Conclusions from aggregate data included in urban school district policy documents are compared to conclusionsfrom measures taken on individuals. Variables likely to be involved in fallacious inferences regarding relationships among characteristics of students if measured at the school level are identified. Administrative reporting and decision making modifications are suggested.Keywords
