Abstract
This paper develops a new approach to Regge calculus, a numerical technique used for the calculation of general relativistic spacetimes. The method is developed in an original '3+1' form in such a way that it can be applied to inhomogeneous spacetimes. In a second paper the method will be tested by application to spherically symmetric vacuum spacetimes. Keywords
