Abstract
This paper reports research undertaken on behalf of the Welsh Refugee Council, a regional body charged with the task of ensuring fair treatment of refugees after settlement. The research achieved three objectives. First, the derivation of estimates of the number of refugees and asylum seekers in Wales, and their geographical distribution across the Principality. Second, the creation of an inventory of service provision for refugees. Third, an analysis of the assumptions underpinning provision. The overarching conclusion is that provision for refugees can only be understood with reference to three cultures: cultures of ‘ignorance’, ‘disbelief’, and ‘denial’.Keywords
