Abstract
This paper examines the hypotheses that the physically significant solutions of Maxwell's equations are those which exhibit perfect time-symmetry, and that radiation is not an intrinsic property of charge. It concludes that radiation and the electrodynamical arrow-of-time may be dependent upon the large-scale cosmological properties of the universe.Keywords
