Abstract
The operations of formal interorganizational arrangements involving collaboration between universities and local school districts in the establishment of teacher centers is the focus of this article. Key factors which facilitate or hinder these operations are discussed. Special attention is paid to the flow of knowledge and other resources in and out of universities.Keywords
