Problems in Implementation of the Team Approach: A Practitioner's Perspective

Abstract
Although the existence of multidisciplinary teams as the basis for provision of special education and related services in public schools has been mandated by legislative enactments, issues related to quality of implementation of the team concept have often been ignored. General constrainsts on available time, human resources and level of skill development of practitioners pose the basic problems around which attempts at successful implementation must occur. Professionals' perceptions of team difficulties often seem to be characterized by attribution of blame to sources external to themselves. This paper provides a systematic presentation of practitioners' views of the problems facing teams and offers some practical guidelines for planning internal MDT evaluation procedures.
