Abstract
This report describes an experimental procedure being developed for measuring the probability that a highway traffic sign of given brightness, color, and contrast characteristics can be seen against various day and night background conditions. From the laboratory measurements with this technique, probabilities that a sign will be seen can be determined. Later, field checks with full-scale observations are made to validate the laboratory results. Keywords
