Abstract
The basic elements of the recently developed public choice model from economics are reviewed and applied to school districts. Using the goal- focused and goal-displaced types of districts, the behavioral differences between these "ideal" types are analyzed. Implications of the public choice approach for understanding organizational behavior in school districts and also for organizational theory are suggested by the author.Keywords
