HEALTH MANPOWER REEXAMINED

Abstract
As the "health care crisis" becomes this year's "in" issue, a whole host of "solutions" are unveiled, rivalling the promotion of new model cars, breakfast cereals, and X-rated movies. Common features of these proposals are: flashy titles like "Medicredit," "Ameriplan," "HMO's," and so forth, mind-boggling complexity, benefits slanted to the advantage of the proposing groups, and emphasis on payment for services rather than on personnel to provide them. Political hoopla notwithstanding, the sad fact remains that many Americans will continue to go without needed services unless alterations are made in the supply and utilization of health manpower. New payment schemes by themselves will only increase the heat under the pressure cooker.
