High‐quality Education as the Criterion for University Funding in Finland

Abstract
In 1994, higher education in Finland adopted a novel funding policy: performance‐based rewarding of units of high‐quality education. The Ministry of Education supports universities through special appropriations based on their high‐quality performance in research, teaching, or artistic activities. ‘Quality units’ is a term that refers to university‐level units with exceptional and innovative excellence in the methods of teaching and learning.
