Is Home Health Care Less Expensive?

Abstract
Responding to the widely held notion that home health care is less expensive than nursing home or hospital care, the authors present a framework for the analysis of costs. Although sufficient data is not yet available to settle the question, costs of alternative services need to be seen in terms of how the target population is defined, how clients are identified, the structure of case management, the efficiency and quality of service, and who bears the costs.
