On irrigation water pricing in India

Abstract
This article reviews the pattern of financial returns to public irrigation systems in India, with special reference to large‐scale canal irrigation projects. The current practice of irrigation water pricing and collection of water rates is examined in greater detail for a typical state where it is assessed that the cost of collection of water rates comes close to the revenues realized, leaving little room for any net positive return (in financial terms to the Government system) on investment.
